The Opportunity WSDOT is currently seeking an organized and motivated individual to fill the vacancy of a Procurement & Supply Specialist 4 in Vancouver, WA. This supervisory position will manage all procurement and inventory activities for the Southwest Region (SWR). In this role, you will serve as the program expert required to administer the SWR Purchasing and Inventory Management program which includes monitoring capital assets, consumable inventory, and stockpile inventory to assure optimum use of state funds. Responsibilities include supervising purchasing staff and performing region-wide procurement management of daily purchases, inventory items, and special requests (WEBS). The candidate selected for this position must be able to manage multiple priorities under tight deadlines, possess the ability to quickly develop and foster positive working relationships, have a keen attention to detail, and provide timely and professional customer service. What to Expect This position works in an office/warehouse setting. The typical schedule is Monday through Thursday, 10-hour days. Travel within the region is required and may be required to travel statewide for training and/or conferences.

Among the varied range of responsibilities held within this role, the Procurement and Supply Specialist 4 will:

  • Coordinate with local leadership at approximately 18 inventory locations for all purchasing and asset management of the Southwest Region.
  • Establish and implement Agency purchasing policies and guidelines; prepare internal audits and check field records for compliance.
  • Provide direction and leadership of the entire supply and procurement process to include contracts, purchasing, consumable inventory, and asset management.
  • Supervise two Purchasing and Supply Specialists: to include coaching, mentoring, training, conducting performance evaluations, etc.
  • Research vendor sources for specific purchased goods and services and determine appropriate procurement methods for acquisition.
  • Determine appropriate procurement methodology including competitive bids, sole source acquisitions, requests for proposals, or direct negotiations.
  • Prepare and administer area and region-level contracts.
  • Plan periodic physical inventory counts for consumable, minor capital, and stockpile inventories with field personnel.
  • Provide support to customers both internal and external ; provide education and support to the region related to procurement policies, procedures and processes.
  • Oversee surplus property program.

Qualifications To be considered for this opportunity, at least one (1) of the following are required:

  • Five (5) years of full-time experience as a purchasing or supply professional OR
  • A bachelor's degree in business administration, procurement, logistics, supply management or related field and one (1) year of experience in large scale procurement, stock control, receipt, storage and issue functions in either government or business. OR
  • An associate of arts degree in business administration, procurement, or supply management or related professional certification and three (3) years of full-time experience as a purchasing or supply professional.

In addition to one of the above, the following are also required:

  • A valid driver's license, or ability to obtain at time of hire.
  • Ability to relocate items weighing up to 50 pounds with or without assistance.
  • Ability to travel within the region.

It is preferred that qualified candidates also have:

  • Professional certification, such as Certified Professional Public Buyer (CPPB) or Certified Purchasing Card Professional (CPCP).
  • Experience with/knowledge of contract law, principles of negotiations, innovative contracting and procurement techniques.
  • Experience with state procurement, inventory, and contract rules and regulations.
  • Experience working with life cycle management techniques.
